WebFeb 1, 2024 · Using a panel with a main breaker is always ok. You just do not use the bonding screw to bond the neutral to the ground , or remove the jumper wire if it is installed. Have done some work up your way but mostly in Oregon. And it is preferred to have a local disconnect. No separate meter needed.
