Primers also require the fee, unless they are in cases and not original packaging. But the question was whether there would be a HazMat fee for shipping primed brass. If shipping air, you must use Haz-Mat labelling and rates and be certified to ship Haz-Mat. We work with UPS and ship 1000's of rounds a month. USPS, you cannot ship Primed or loaded ammo at all.
