And according to my research, the latest version of Outlook is Version 1905 (Build 11629.20246). We upgraded after bad windows updates to Outlook 2010. I cannot resize it, no option to do that. I did try the OWA though, and that has a working scroll bar that lets me see all of the attachments. More and more I believe it's a Outlook 2016 client issue.
